Baixa & Alfama in three hours
Riverfront square up through the old Moorish quarter to the castle viewpoint.
Three hours is enough for the half of Lisbon that survived the 1755 earthquake and the half that was rebuilt on a grid afterwards — and the seam between them is visible from the street. Start at the river while Baixa is still empty, climb once, and let the rest of the route run downhill along the terraces.
