The Arco da Rua Augusta is Lisbon's comeback statement: after the 1755 earthquake-tsunami-fire obliterated downtown, the Marquis of Pombal rebuilt the Baixa as Europe's first earthquake-resistant grid and crowned its river gate with a triumphal arch — begun immediately, finished (very Lisbon) in 1873. Glory crowns Valour and Genius on top; Pombal himself and Vasco da Gama flank the columns below. It reads as the city forgiving itself.

What most visitors don't know is that you can go up, and that the €4-ish ticket is the best view-per-euro ratio in Lisbon. A lift inside the arch rises to the clock room — pause for the 1941 mechanism and the story of the bell — then a tight spiral stair puts you on the roof terrace between the statuary: Praça do Comércio's yellow arcades and the river directly below on one side, and on the other the entire Rua Augusta running arrow-straight through the Baixa to the castle hill. It's the one viewpoint that explains Pombal's grid at a glance, and it rarely has more than a dozen people on it.

Time it for late afternoon: the square goes gold, the Tagus glitters, and the terrace faces both ways so you win regardless. Fifteen minutes up top satisfies most; photographers stay an hour. Fold it into the Baixa circuit — arch, then a bica at the kiosks on the square, then the riverside at sunset with the ferries crossing — and you've had the essential downtown Lisbon evening for the price of a coffee and a small ticket. The arch is also the city's best rain plan B: fifteen sheltered minutes, big payoff, no commitment.
